Smith: Two of the devices were found by a 90-year-old gentlemen who was out on his morning walk.
Halpern: Costa was indicted on pipe bomb charges and escape from custody in September. That was after he left a halfway house to see a state employment counselor, but never returned. Before that, he served a sentence as a convicted felon in possession of a firearm.

If you have information about Costa, call your local FBI office.
