Tennessee back to the electric chair - ولاية تنيسي تعود إلى الكرسي الكهربائي

وافق مجلس الشيوخ في ولاية تنيسي الأميركية على مشروع قانون لإعادة تنفيذ أحكام الإعدام بالكرسي الكهربائي، إذا فشلت الولاية في الحصول على العقاقير اللازمة لتنفيذ أحكام الإعدام بالحقن.

ووافق مجلس الشيوخ، الأربعاء، بأغلبية 23  صوتا ضد 3 أصوات، على مشروع القانون الذي يعيد استخدام الكرسي الكهربائي، إذا تقرر أن الإعدام بالحقن لا يتماشى مع الدستور، أو إذا لم يتوفر العقار.

ونفذت تنيسي آخر حكم إعدام بكرسي كهربائي عام 2007.

وجاء هذا الاقتراح بعد أن قررت تنيسي، في سبتمبر الماضي، الاكتفاء باستخدام مخدر "بنتوباربيتال" وحده لتنفيذ الإعدام، بدلا من استخدام مزيج من العقاقير.

وتجد الولايات صعوبة متزايدة في الحصول على العقاقير المستخدمة في تنفيذ أحكام الإعدام، لأن الكثير من شركات الدواء في أوروبا، على وجه الخصوص، تعترض على استخدامها في تنفيذ تلك الأحكام.

وقال السناتور كين ياجر، الذي طرح مشروع القانون "إنه يسد ثغرة في القانون الراهن".

من ناحية أخرى، قال ريتشارد دايتر، المدير التنفيذي لمركز المعلومات الخاص بعقوبة الإعدام، الذي يرصد حالات تنفيذ هذه العقوبة، إنه سيتم على الأرجح الطعن على مثل هذا القانون لأنه ينتهك الدستور الأميركي الذي يحظر العقوبات القاسية، وغير الطبيعية.

The U.S Senate approved in the state of Tennessee on a bill to re-executions electric chair, if the state failed to get the necessary drugs for executions by injection.

The Senate approved, on Wednesday, a majority of 23 votes against 3 votes, a bill that would restore the use of the electric chair, if it is decided that the death penalty is not in line with the injection Constitution, or if the property is not available.

Tennessee has carried out last death sentence with electric chair in 2007.

This proposal came after it was decided , last September, using the sufficiency anesthetic "pentobarbital" alone to implement the death penalty, instead of using a combination of drugs.

The united States are finding it increasingly difficult to get the drugs used in executions, because a lot of pharmaceutical companies in Europe, in particular, object to be used in the implementation of those provisions.

Sen. Ken Jager, who put forward the bill said, "It fills a gap in current law."

On the other hand, said Richard Dieter, executive director of the information center to the death penalty, which monitors the implementation of the death penalty cases, it will probably appeal to such a law because it violates the U.S. Constitution, which prohibits cruel punishments, and non-natural.

The injection is the most common method of execution in the United States that apply the penalty, but some states allow electrocution or hanging or firing squad or gas chambers or the use of other methods.
