شرعية الشعب تنتصر فى أوكرانيا.. الرئيس يتراجع ويوافق على انتخابات مبكرة والعودة لدستور 2004.. والتحقيق فى أحداث العنف.. والمعارضة تنسحب من الميادين وتسلم الأسلحة.. ولجنة أوروبية تشرف على تنفيذ البنود

قام الرئيس الأوكرانى فيكتور ياناكوفيتش، بعمل اتفاقية مع المعارضة بحضور مبعوثين من الاتحاد الأوروبى، لإنهاء الأزمة المستمرة فى البلاد منذ ثلاثة أشهر. 

وفيما يلى فقرات من الاتفاق الذى جرى توقيعه اليوم.

1- خلال 48 ساعة من التوقيع على هذا الاتفاق، سيتم تبنى وتوقيع ونشر قانون خاص يقضى بالعودة إلى دستور 2004، بما فى ذلك التعديلات المصادق عليها حتى الآن.

ويعلن الموقعون على الاتفاق نيتهم تشكيل ائتلاف وحكومة وحدة وطنية، خلال 10 أيام من تاريخه.

2- تبدأ فورًا إصلاحات دستورية وتعديل صلاحيات الرئيس والحكومة والبرلمان، على أن يتم إكمالها فى سبتمبر 2014.

3- تجرى الانتخابات الرئاسية فور تبنى الدستور الجديد، فى موعد لا يتعدى ديسمبر 2014.

وسيتم إقرار قوانين انتخابية جديدة وتشكيل لجنة انتخابات مركزية على أساس التناسبية، وطبقًا لقوانين منظمة الأمن والتعاون فى اوروبا ولجنة البندقية.

4- يفتح تحقيق فى أحداث العنف الأخيرة، تحت إشراف مشترك من السلطات والمعارضة ومجلس أوروبا.

5- لا تفرض السلطات حالة الطوارئ. وتمتنع الحكومة والمعارضة عن استخدام العنف.

يتبنى البرلمان العفو الثالث الذى يغطى نفس مجموعة الأعمال غير القانونية تمامًا مثل القانون الصادر فى 17فبراير 2014.

يتعهد الطرفان ببذل جهود جدية لإعادة الحياة إلى طبيعتها فى المدن والقرى بالانسحاب من المبانى الإدارية والعامة، وإنهاء إغلاق الطرق والمدن والحدائق والساحات.

يجب تسليم الأسلحة غير القانونية إلى أجهزة وزارة الداخلية خلال 24 ساعة من سريان القانون الخاص، المشار إليه فى النقطة الأولى أعلاه.

بعد المدة المشار إليها سابقًا، ستخضع جميع قضايا حمل وتخزين الأسلحة بشكل غير مشروع للقانون الأوكرانى. 

تتراجع قوى السلطات والمعارضة عن وضع المواجهة.

ستستخدم الحكومة قوات تطبيق القانون حصريًا لحماية المبانى العامة.

6- يدعو وزراء خارجية فرنسا وألمانيا وبولندا والممثل الخاص لرئيس روسيا الاتحادية، إلى الوقف الفورى لجميع أعمال العنف والمواجهة.

The Ukrainian President Victor Yannakovic, the work of an agreement with the opposition in the presence of envoys from the EU, to end the ongoing crisis in the country three months ago. 

The following paragraphs of the agreement, which was signed today.

1 - within 48 hours of the signing of this agreement, will be built and the signing and publication of a special law eliminated a return to the Constitution of 2004, including amendments approved so far. 

The signatories declare their intention to form a coalition government of national unity, within 10 days of its history.

2 - start immediately constitutional reforms and amend the powers of the president, government and parliament, to be completed in September 2014. 

3 - Presidential elections will be held immediately after the adoption of the new constitution, no later than December 2014.

Will be the adoption of a new electoral laws and the formation of the Central Elections Commission on the basis of proportionality, and in accordance with the laws of the Organization for Security and Cooperation in Europe and the Venice Commission. 

4 - opens probe into the recent violence, under the joint supervision of the authorities and the opposition and the Council of Europe. 

5 - authorities do not impose a state of emergency. The government and the opposition to refrain from using violence.

Parliament adopts amnesty III, which covers the same group of illegal acts just like the Act of February 17, 2014. 

The Parties undertake to make serious efforts to restore life to normal in towns and villages to withdraw from administrative and public buildings, and an end to the closure of roads and cities, parks and squares. 

Must surrender illegal weapons to the Ministry of Interior within 24 hours of entry into private law, referred to in the first point above. 

After the period referred to above, will be subject to all the issues of pregnancy and storage of weapons illegally to Ukrainian law.

Retreating forces of the authorities and the opposition on the status of the confrontation. 

Government forces would be used exclusively for the application of the law to protect public buildings. 

6 - calls for the foreign ministers of France, Germany, Poland and the Special Representative of the President of the Russian Federation, to the immediate cessation of all acts of violence and confrontation.
