حدد تقرير حديث للكونجرس الأمريكى اهتمامات الولايات المتحدة فى علاقتها بمصر، ووضع ضمن أولويات ذلك «استئناف القاهرة تعاونها العسكرى والاستخباراتى مع واشنطن وتسهيل عبور السفن الحربية الأمريكية عبر قناة السويس ومنح الطائرات الأمريكية حق المرور عبر الأجواء المصرية». وحمل التقرير عنوان «مصر وعلاقاتها مع الولايات المتحدة» وصدر فى 6 ديسمبر 2012، على خلفية رغبة الكونجرس ربط حزمة المساعدات الأمريكية لمصر التى يصر عليها الرئيس الأمريكى باراك أوباما بمعايير موضوعية تحددها المصالح الأمريكية. وجاء فى التقرير أن «إدارة أوباما والكونجرس مهتمان بتحقيق الاستقرار فى مصر والسلام مع إسرائيل وفق بنود الاتفاقية المبرمة بين البلدين عام 1979، ويرغبان فى تعاون مصر لمنع الإرهابيين فى سيناء من زعزعة الاستقرار فى المنطقة، وفى قيامها بدور الوسيط بين الفلسطينيين والإسرائيليين». وفى نفس السياق، قال مؤسس موقع «أربيست» إيساندر عمرانى على مدونته إن أولويات السياسة الخارجية الأمريكية تجاه مصر حالياً تتلخص فى 4 نقاط، هى أمن سيناء، والعلاقات مع إسرائيل، وتعديل الدستور الحالى، وتوقيع قرض صدوق النقد الدولى، وذلك حتى تتمكن إدارة أوباما من إقناع الكونجرس بإعطاء مساعدات عاجلة لمصر قيمتها 489 مليون دولار. وقال «عمرانى»: على عكس البيت الأبيض، عبّر وفد الكونجرس عن هذه المطالب بشكل فج لم يراع حساسية المصريين، واستشهد «عمرانى» بتصريحات السيناتور الأمريكى جرهام الذى قال للصحفيين المصريين أمس الأول فى القاهرة: «الاقتصاد المصرى سينهار إذا لم يجر عمل شىء سريع لإنقاذه، لكن أموال دافعى الضرائب الأمريكية لن تذهب لبلد لا يوافق صندوق النقد على منحه قرضاً». وأضاف أن أعضاء الكونجرس يريدون أيضاً أن يتدارك الرئيس خطأه فى تصريحاته المسيئة لليهود، ويرغبون فى رؤية تعديل الدستور الحالى بحيث تُظهر مواده احتراماً أكبر للحريات الدينية للأقليات والمرأة وحقوق الإنسان ودوراً واضحاً أو محدوداً للدين.
