Palestine joins the "officially" for the Convention against corruption in United Nations - فلسطين تنضم "رسميا" لاتفاقية مكافحة الفساد فى الأمم المتحدة

أعلن رئيس هيئة مكافحة الفساد الفلسطينية رفيق النتشة عن انضمام الهيئة لاتفاقية مكافحة الفساد فى الأمم المتحدة رسميا، وذلك بعد إيداع الطلب لهيئة الأمم بتاريخ 2/ 4/ 2014، وهو ضمن 15 طلبا وقعها الرئيس محمود عباس مؤخرا للانضمام لاتفاقيات دولية.

وجاء الإعلان عن الانضمام للاتفاقية الدولية خلال مؤتمر صحفى عقد اليوم، الأربعاء، فى مركز الإعلام الحكومى بمدينة رام الله. ويدخل طلب الانضمام للاتفاقية حيز التنفيذ بتاريخ 2/5/2014 بناء على مرسوم تسلمته الهيئة من الأمين العام للأمم المتحدة بان كى مون.

واعتبر النتشة هذه الخطة بأنها تساعد على ملاحقة الفاسدين والسارقين لأموال الشعب الفلسطينى فى كل دول العالم، الأمر الذى لم يكن بالإمكان قبل انضمام الهيئة لاتفاقية مكافحة الفساد.

وأشار إلى أن الانضمام للاتفاقية يترتب عليه التزامات من قبل السلطة الفلسطينية وهيئة الأمم المتحدة على حد سواء، حيث إن التزام الجانب الفلسطينى يتمثل بمواءمة كافة التشريعات ذات العلاقة مع متطلبات اتفاقية الأمم المتحدة لمكافحة الفساد (مثل العقوبات وقوانين الشراء العام والموازنات وقانون الخدمة المدنية وكافة القوانين الناظمة للجهات الخاضعة لقانون مكافحة الفساد). وأضاف "هذه الخطوة بدأنا بتنفيذها، لكن هناك تشريعات عامة، ويجب أن يكون هناك متابعة حولها مع الجهات المعنية حتى لا نتأخر بأى التزام يطلب منا".

وكان الرئيس الفلسطينى محمود عباس قد وقع فى الأول من ابريل الجارى فى مقر الرئاسة فى مدينة رام الله، على وثيقة للانضمام إلى 15 منظمة ومعاهدة واتفاقية دولية، بعد رفض الحكومة الإسرائيلية الإفراج عن الدفعة الرابعة من الأسرى القدامى.

He noted that joining the Convention entails a commitment by the Palestinian Authority and the United Nations alike, whereas the Palestinian commitment to the harmonization of all legislation relevant to the requirements of the United Nations Convention against corruption (such as penalties and public procurement laws and budgets, and the civil service law and all the laws governing bodies under the anti-corruption Act). "This step we have implemented, but there is general legislation, there must be follow-up with stakeholders so as not to delay any obligation required of us."

Palestinian President Mahmud Abbas signed on 1 April in the city of Ramallah, close to join 15 Treaty and an International Convention, after the Israeli Government refused to release fourth installment of former prisoners.
